What this tool does — and what it does not do
This tool strips the open (user) password from a PDF you already have access to, producing an unencrypted copy. It is not a password cracker: the correct password must be supplied, and without it no processing occurs. There are two distinct layers of PDF security worth understanding. The first is an open password (sometimes called a user password), which prevents the file from being opened at all. The second is an owner password combined with permission flags, which allows opening but restricts specific actions such as printing, copying text, or editing. This tool handles both: when you supply the open password, the decrypted output is written without any restriction flags, so the resulting file is both openable and fully permissive. If a file only has owner restrictions and no open password, use the Change Permissions tool instead.

Bank statements and utility bills often arrive as password-protected PDFs — the sender emails the password separately.
